PENNDEL, PA — They called him “Cowboy Phil.”
The Bucks County teenager who died last week after drowning in a rain-swollen Mill Creek is being remembered as a fun and outgoing kid who loved the outdoors, country music and spending time with his family.
“Phil will be lovingly remembered for his larger than life, outgoing and fun loving personality,” the obituary reads.
